PANGASINAN FARMERS AGRICULTURE COOPERATIVE UMINGAN

The Pangasinan Farmers Agriculture Cooperative (PFAC) situated at Barangay Diaz, Umingan, Pangasinan was established on Nov. 19, 2019. It covers an estimated agricultural land area of 300 hectares being utilized by its 192 member-farmers as of July 6, 2024. Majority of the areas are planted with rice, corn, ube, squash, cassava, bitter gourd, cucumber, coconut, papaya, banana, mango and other high value crops. There are also areas allocated as pastureland and forage areas for cattle, ruminants and poultry. Man-made ponds were also established for the production of fresh water fishes. Most of the farms in the area are mostly rolling hills and are rain-fed. PFAC lands are usually irrigated with the water collected in the SWIP and a small water reservoir. Solar power irrigation system is needed for continuous farming activities. Mechanization of the farms are low so PFAC still employ animals for majority of the farm activities.

PFAC produces annual crops including rice, corn, and some vegetables like squash, ube, and other vegetables available that includes eggplant, okra, hot pepper, tomato, mungbean, bittlegourd and pechay.There are also  rootcrops, like cassava, taro, sweet potato and  in the areas.

Most of the farms in the area are mostly rolling hills and are rainfed. They are usually irrigated with the water collected in the SWIP and a small water reservoir were strategically planeed and developed thus, installing solar water pump would allow the farmers to engage in farm activities whole year round. 

Fresh water Fishes such as Tilapia, Hito/Dalag and Golden Carp are also being produced/grown at the 25 hectares of fishpond/water reservoir (proximate). Mechanization/modernization of the PFAC’s business farms and fisheries business operations is necessary  to further improve efficiency and productivity of the farming/fishing activities. 

Pangasinan Farmers Agriculture Cooperative (PFAC) is also engaged in Cattle (fattening and dairy), Goats fattening & will be expanded into  dairy production and had revive the Swine Industry affected by African Swine Flu through DA’s INSPIRE SWINE PRODUCTION PROGRAM. 

Post harvest storage using solar powered facility and food processing is now on-going for PFAC to contribute in Government’s (Department of Agriculture’s) food self sufficiency program.

Baseline Data

Various cash crops, livestock and poultry thrive in the area of the cluster. Cash crops being planted include grains, rootcrops, some vegetables and fruit trees while livestock and poultry in the area include cattle, ruminants, hog and domesticated birds. Most of animals especially the small ones being raised in small quantity are free-range roaming around the backyard of farmers’ house. On the other are: cattle, ruminants and other small animals being raised in market scale are pastured outside the backyard but not too far away from the houses.

Rice which occupies a total of 235 hectares of the farm areas yields an average of 2.5 metric tonnes per hectare er year per harvest. The farmers in the area use both of certified and hybrid seeds and employs direct seeding to minimize labor cost. Majority of the farmers still use animals as workers for plowing, harrowing and hauling their produce from the farm to their storage area. For corn, the yellow and white varieties are planted in the approximately 50 hectares of farm land yielding an average of 3 metric tonnes per hectare er year per harvest,

Vegetables planted in marketable scale on the farms within the cluster include squash and bittergourd. Squash occupies the largest area among other vegetables with 137 hectares being used as its production area producing an average of 5 metric tonnes per hectare per year per harvest er year per harvest, Bittergourd is planted in 10.02 hectares area of the cluster yielding an average of 1.5 metric tonnes per hectare er year per harvest. Other vegetables available in the cluster but in a smaller scale (less than 10 hectares) include eggplant, okra, hot pepper, tomato, mungbean, bottlegourd and pechay.

There are also few rootcrops in the areas of the cluster. An approximately 50 hectares of farm area was planted with cassava. The average yield was recorded at 1.6 metric tonnes per hectare er year per harvest. Taro, sweet potato and ube are also planted however in a smaller area (less than 10 hectares).

            Fruit trees are abundant in the area. 5,000 coconut trees yield an average of 100 fruits per tree. 3,000 banana trees that are already fruiting produce an average of 25 kg. fruits per tree. Mangoes in the area totaled to 1000 trees producing an average harvest of 500 kg per tree per year per harvest. There are also 1000 trees of papaya yielding an average of 50 pieces per year per harvest or an estimated harvest of 50,000 kilograms of fruits within a year.

SWOC Analysis

A SWOC analysis is a compilation of an organization’s strengths, weaknesses, opportunities and challenges. The primary objective of a SWOC analysis is to help organizations develop a full awareness of all the factors involved in making a decision. The analyses derived in performing SWOC can be used to discover recommendations and strategies, with a focus on leveraging strengths and opportunities to overcome weaknesses and threats.

 

Grabbing the opportunity of having the leaders and members of the cluster during a training on leadership last March 2020 held in the Coop Multi-Purpose hall of Cedar Compound, Sitio Tibag, Brgy. Diaz, Umingan, Pangasinan wherein SWOT Analysis was conducted. The participants were divided into 3 groups with each member contributing his/her ideas on various aspects affecting their organization. The outputs of each member were presented by their group leaders. Subsequently, the facilitators collated the data gathered from the three groups and presented it for verification.

PhiMech Conducted three days of Training/Seminar Last August 7, 2024 to August 9, 2024, This Seminar is all about the Farm Machinery Operation. 

Including the Operational Planning, creating management structure, daily inspection of farm machineries, computation of service fee rate, recording of transactions using the Farm Machinery Utilization Record Book(FMURB).

TRAINING ON AGRO-ENTERPRENEURSHIP AND FINANCIAL LITERACY FOR COCONUT FARMERS

A Four day training/seminar was conducted last August 27-30, 2024 at the REOTUTARS INSTITUTE OF SCIENCE, ARTS, AND TRADE, INC.(RISATI) in LIPAY EAST, VILLASIS, PANGASINAN.

We PFAC are very grateful for the opportunity to be part of this training and workshop seminar, and thankful to RISATI for giving us the fun and exciting place to learn about AGRO-ENTERPRENEURSHIP AND FINANCIAL LITERACY.

The purpose of this training/seminar is to give the coconut farmers a knowledge and information about government programs in terms of   FARM BUSINESS PLAN, learning on how to create a Business Plan is a big help to avail an Agriculture Programs.

Pre-Bid Conference

Last September 12, 2024 ,PFAC conducted a Pre-Bid Conference for the Construction of SWINE building facility. With the presence of  Mr. Rolando Punsawid and Reynaldo Gamit representative of CPFPC the PFAC joint venture, along with the representative from LGU-Umingan Ms. Phoebe Lois G. Remorin and the representatives from DA-RDO1 Mr. Benjay Pareja.

The Pre Bid Conference start at exactly 10.30 Am at the PFAC Office at Brgy. Diaz Umingan, Pangasinan, with the three bidders we discuss about the farm design plan and other matters regards on the equipments and labor issues.Along with the topics about bidder’s requirements and the Scheduling of submission of bids and opening of bids. Which will be on September 20, 2024 at exactly 3:30 PM.

Coordination Meeting with CLSU and PFAC

Last September 16, 2024 CLSU Conducted a FIELD VALIDATION of the MOBILE PHOTOVOLTAIC IRRIGATION SYSTEM (MPIS) The study aims to validate and assess the performance of the MPIS towards sustained commercialization and aims to evaluate the social and market acceptability of MPIS.

Submission and Opening of Bids

The bidding for the joint venture Swine Building Facility between Pangasinan Farners Agriculture Cooperative (PFAC) and Charoen Pokphand Foods Philippines Corporation (CPFPC) was conducted last September 20, 2024 at exactly 4:00 PM.

In the presence of PFAC BOD’s and the Bids and Award Committee with the Technical Working Group, we opened three bids from three construction companies who participated our BIDDING PROGRAM. The highlights of the BIDDING is to have the opening and preliminary Examination of technical and Financial Components.

Post Qualification Conference

We PFAC conducted a Post Qualification Last September 27, 2024 held in PFAC Office Brgy. Diaz Umingan. The Technical Working Group together with the Bids and Award Commitee and PFAC BOD’s discuss the Bidders Technical and Financial Components. The aim of Post Qualification is to ensure that the selected bidder meets the criteria set out in the bidding documents and that the required capacity to perform the contract. The BAC Chairman declare that as per the Post Qualification Meeting hereby declare the HORJE Construction and Supplies as the Winning Bidder. 

AWARDING and SIGNING of CONTRACT

Last October 11, 2024 the Contract Signing between Pangasinan Farmers Agriculture Cooperative and Horje Construction and Supplies , held at the Bo’s Coffee, Rosales, Pangasinan, in the presence of the PFAC Staff, HoPE, BAC, TWG, CPF and the Contractor with witnesses, the signing of Construction Contract was a SUCCESS.

CFIDP Assessment, Consultation and Planning Workshop for FY 2025-2026 with Benchmarking Activity in Coconut Farms

The ATI-Regional Training Center 1 conducted the Assessment, Consultation and Planning Workshop held at Brgy. Caparispisan, Pagudpud, Ilocos Norte last October 28-31, 2024. This aims to ensure that the programs, projects and activities of CFIDP implementing agencies are aligned and responsive to the needs of the coconut farming communities in the region.

1st LUZONWIDE COCONUT FARMER COOPERATIVES' SUMMIT

PFAC Attended the CDA Luzonwide Coconut Farmers Cooperatives’ Summit held on November 13-14, 2024 at St. Jude Coop Hotel and Event Center,Brgy. Isabang, Tayabas City, Quezon. The summit aims to build awareness of various programs and interventions of the Implementing Agencies, for coconut farmer cooperative, share best practice of selected successful CFC.

TRAINING ON PRODUCT DEVELOPMENT

The PFAC attended the CDA Training on Product Development cum Field/Benchmarking for Coconut Farmers Cooperative (CFCs) held on November 25-27, 2024 at IMA Integrated Farm, Brgy. Caparispisan, Pagudpud, Ilocos Norte. The training aims to provide technical capabilitity to cooperators to develop, promote and strengthen cooperatives as enterprise and social organization.
